    Key Accountabilities

    • Effectively manage team of communication department employees
    • Demonstrate and adhere to the Keolis Commuter Services principals of Employee Engagement, Operational Excellence & Safety, Customer
    • Satisfaction, Corporate Social Responsibility and Economic Performance.
    • Identify and request training as per employee training needs.
    • Oversee the supervision of assigned personnel, which includes hiring, work allocation, training, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.
    • Support Senior Engineer in checking qualifications and authorize for Communication contractors.
    • Manage processes and procedures that ensure reliability of the system.
    • Implement and monitor operational practices to ensure equipment reliability and quality service while ensuring a safe and productive workplace.
    • Responsible for quality assurance of work performed by employees.
    • Manage departmental budget, workforce and assets.
    • Administer and manage the Department’s annual budget to meet financial targets.
    • Analyze utilization of department workforce and facilities to continuously identify improvement in work practices and scheduling.
    • Assist Senior Engineer and IT Department in collecting and updating Communications Asset information.
    • Administer collective bargaining agreements as required through regular job performance.
    • Comply with and enforce all applicable rules and regulations
    • Comply with and ensure staff compliance with all safety rules and procedures and report all hazards as required.
    • Compliance with applicable Federal, State, and Company rules and regulations and Contract Agreements.
    • Responsible for rules and regulations governing various communication systems as established by the Department of Transportation, FRA.
    • Attend and participate in all assigned training, specifically safety and security related.
    • Comply and ensure compliance of direct reports with all related safety rules and procedures and report all hazards as required.

    • Maintain 24/7 availability for response to critical incidents
    • Must be available to respond to emergency calls at all times.
    • Must be flexible enough to cover special planned assignments as necessary.
    • Other duties as assigned during emergencies.

    Skills

    • Requires High School diploma or equivalent.
    • Trade School/College or equivalent work experience in communications preferred.
    • Minimum of 5 years of practical experience in all aspects of communications.
    • Knowledge of Department of Transportation & Federal Railroad Administration rules and regulations preferred.
    • Must be able to communicate successfully with a variety of disciplines and levels, both internal and external.
    • Knowledge of train operations and safety requirements preferred.
    • Must possess excellent verbal and writing skills.
    • Strong interpersonal skills for training and coaching activities.
    • Must have strong leadership and organizational skills.
    • Must have basic knowledge of MS Office specifically Word and Excel and the ability to learn other software applications.
    • Must have experience in the application of labor contracts.
    • Satisfactory prior job performance required.
    • Must have valid driver’s license.
    • Must be familiar with communication systems including digital communications, fiber optics, base stations, remote antenna sites and FCC safety compliant procedures.
