  • The Tulare County Health & Human Services Agency (HHSA) is currently recruiting for a Quality Assurance Nurse. This position will provide support to healthcare facilities within the county regarding infection prevention activities. The successful candidate will evaluate records, prepare narrative reports, summarize quality assurance findings for review by management, and make recommendations for changes in policies and procedures. This recruitment will establish an employment list to fill immediate and future vacancies throughout Tulare County’s Public Health branch.

    The successful candidate will provide support, gather data, provide oversight for essential clinical compliance activities, and evaluate electronic medical records. The incumbent will also provide documentation to ensure completeness, accuracy, and compliance with patient care and service standards to ensure documentation accurately reflects and supports patients’ visits. Additionally, the Quality Assurance Nurse will work with diverse populations focusing on health promotion and education. The successful candidate must have the ability to maintain effective working relationships with the public, patients, staff, and other branches and agencies.


    Eligible applicants may receive loan repayments of up to $15,000 in exchange for a 12-month service obligation practicing and providing direct patient care in a qualified facility.     Typical Duties

    Key Responsibilities

    • Develop, implement, and track quality assurance policies and procedures to ensure quality care for patients
    • Identify through focused audits potential operational and/or regulatory issues related to quality assurance in health care, regulatory compliance, prevention, reporting, and monitoring
    • Evaluate records and prepare narrative reports summarizing quality assurance findings for review by management, and make recommendations for changes in policies and procedures
    • Provide technical guidance to physicians and other departmental staff in identifying and resolving issues or errors that do not conform to patient-care standards, accuracy of documentation, procedures, and requirements
    • Identify training needs based on quality assurance findings, prepare training materials for electronic health records, and conduct training for physicians and support staff to improve compliance and performance improvement activities

    Employment Standards

    Required Qualifications

    Candidates must meet the qualifications listed below by the application deadline.

    • Graduation from an accredited school of nursing.
    • A valid Registered Nurse License issued by the California Board of Registered Nursing.
    • Three (3) years’ nursing experience as a Registered Nurse, including one (1) year in patient care and one (1) year in process improvement in a clinical setting.

    • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision and life). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave: 12 set days and 1 personal holiday.

    Vacation Accrual:
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11 years of service)
    Limit of 300 hours.


    Sick Leave Accrual: 12 days per year with unlimited accumulation, 50 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Disability Insurance: Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation: A voluntary deferred compensation plan is available.
