The Oregon Department of Corrections is seeking a Department of Corrections Inspector 2 work out of class/rotation in the Special Investigations Unit. This position is stationed at Two Rivers Correctional Institution in Umatilla and Eastern Oregon Correctional Institution in Pendleton: splitting time between the two locations. The hiring manager for this position is Assistant Inspector General Jason Brown.
This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies. This recruitment is for a twelve (12) month job rotation.
To be eligible to apply, you must be a permanent employee of the Oregon Department of Corrections (DOC) and Board of Parole and Post-Prison Supervision (BPPPS), or Oregon Corrections Enterprises (OCE). The position is Monday – Friday and must be willing to flex their schedule to work weekends or evenings if necessary.
This position is represented by American Federations of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Job Summary
This position serves within the Special Investigations Unit (SIU) of the Office of Inspector General. The purpose of the SIU is to respond to requests for investigation of administrative and criminal misconduct occurring inside ODOC institutions/facilities, on institution/facility property or on adults in custody (AIC) work crews. The SIU is also responsible for tracking and locating ODOC fugitives and provides a valuable resource to the law enforcement community, providing intelligence and assisting in investigations involving AICs and persons on post-prison supervision.
This position also utilizes professional investigative techniques to create both a physical and psychological deterrent to crime and rule violations by persons under supervision of ODOC and/or those who have access to ODOC facilities.
Inspector 2s are expected to share the mission, vision, and core values of the department. Minimum Qualifications
-
Three years of investigative experience that included gathering facts, collecting evidence, examining records, and doing interviews to verify or disprove claims of suspected law/rule/policy violations.
OR
-
Three years of experience within a correctional setting that included interviewing adults in custody (AICs) to gather facts, collecting evidence, conducting searches, and documenting violations of administrative or criminal regulations for the purpose of disciplinary action.
Requested Skills:

Experience investigating, documenting, and testifying in criminal and administrative investigations and proceedings.

Experience finding, securing, and appropriately handling criminal evidence to preserve chain of custody requirements.

Experience and proficiency with strict confidentiality requirements and appropriate handling of sensitive information and reports.

The ability to communicate effectively, both verbally and in writing, and show good judgement and common sense when interacting with ODOC staff, contractors, visitors, volunteers, and AICs as well as stakeholders and the public.

Able to identify and respond appropriately to real or perceived conflicts of interests as indicated in ODOC policy.

Working Conditions
Inspector 2s may be required to travel both in-state and out-of-state, work irregular and long hours, and may be exposed to verbal abuse, harassment, threats of violence to self and/or family, and be exposed to illegal or hazardous substances. They may encounter physical resistance. They will also be required to do unannounced physical searches of a prison cells or interview an AIC to collect evidence of suspected criminal activity.
Inspector 2s are required to travel frequently to ODOC Institutions and facilities spread across the state, sometimes on very short notice (or immediately). Inspector 2s may be required to travel to AIC work crew sites and must be able to travel swiftly in response to intelligence.
At times you may need to exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. You may be required to perform tasks that require the ability to balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, grasp, feel, use manual dexterity, and perform repetitive motions with or without reasonable accommodations.
Work is performed indoors in an office environment, working with telephones, computers, changing priorities, interruptions, and communication with other Inspectors and ODOC staff over the telephone, in person, or via video. Visual acuity necessary to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading; visual inspection involving small defects, small parts and/or operation of machines (including inspection); using measurement devices; and operate motor vehicles.
Employees are subject to the following hazards: handling firearms, broken glass, syringes, narcotics, odoriferous materials, blood, urine, and other body specimens that may come from diseased persons or clothing that may be infected with hazardous biological materials. Employees may be exposed to odors, dust, chemicals, flammable or explosive materials, inadequate lighting, and workplace restrictions.
Requirements for Employment
You must be able to pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following convictions are likely to result in being disqualified for this position: felony convictions, computer theft, identify theft and fraud. CJIS clearance is done at the conditional job offer.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range.
