    ABOUT THE POSITION

    This position is located in the Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Prevention (CSAP). CSAP disseminates effective substance use prevention practices and builds the capacity of States, communities and other groups to apply prevention knowledge effectively.

    Serves as chief advisor to the Director of CSAP, sharing fully in assuring accomplishments of the CSAP mission and goals. Provides technical advice and expertise to subordinates and higher-level management while promoting effective working relationships within the center and agency staff along with other federal and state officials.

    Provides national leadership and direction in the administration of substance use prevention initiatives including the Substance Use Prevention, Treatment, Recovery Services (SUPTRS) Block Grant Program and multiple discretionary substance use prevention grant programs.

    Oversees formulation, analysis, and evaluation of center and agency policies, priorities, strategies arising from legislation, regulatory action, and other critical program or policy and plans.

    Qualifications

    As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Mandatory/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors will automatically exclude you from further consideration.

    All candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs), listed below.     Professional/Technical Qualifications (PTQs):

    This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.

    1. Ability to provide leadership in planning, developing, implementing, and monitoring policy, program plans and initiatives, using effective monitoring systems, for critical public health initiatives related to substance use prevention, and to coordinate major activities with internal staff and key outside organizations including those at the Federal and State level and representing major constituent groups.

    2. In-depth knowledge of substance use prevention issues and of research, developments and trends relating to the provision of substance use prevention services and the relevant health, social, and economic factors pertinent to those services.

    IF SELECTED, you will be required to complete an ECQ package by drafting narratives for each of the ECQs and be certified by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you WILL NOT need to draft the ECQs.

    Salary

    Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.

    Probationary Period:

    Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

    Standards of Conduct/Financial Disclosure
