  • Forsyth County Emergency Services Department is seeking an experienced and hardworking E-911 Systems Manager. As the Telecommunications Division Manager in the Emergency Services Department, this position exercises leadership and performs responsible administrative work in overseeing and planning for the County's Emergency Communications Center including the enhanced 9-1-1 emergency medical dispatch, mobile dispatch, and Fire/EMS computer aided dispatching systems.

    An employee in this class is responsible to the Emergency Services Director for overall coordination and operation of the Emergency Communications Center with an emphasis on administrative leadership and management of subordinate supervisors to execute the division's mission. Duties include establishing goals and objectives, budgetary responsibilities, ensuring standards are met in the areas of training and quality assurance, and system management to include equipment updates and purchases. Position is directly involved in ongoing radio communication system projects for the entire County, including cities and towns located within. Independent judgment, initiative and the ability to communicate effectively both verbally and in writing are required. Work is performed under general supervision and is evaluated by the overall effectiveness of service delivery.

    This is an emergency response position and is subject to working nights, weekends and holidays.  

    The ideal candidate will have the following knowledge, skills and abilities:

    - Knowledge of management techniques and practices.
    Considerable knowledge of system operations including enhanced 911, microwave and multiple site operations.
    Extensive knowledge of the operations of a wide variety of communications equipment used in emergencies.
    Extensive knowledge of rules and regulations of the Federal Communications Commission.
      Extensive knowledge of city and county geography and location of roads and streets.- - - Knowledge of the operations of a wide variety of communications equipment used in emergencies to include wireless technology and technology industry trends as it relates to 9-1-1 call processing and dispatching.
    - Knowledge of communications systems to include telephone, radio, computer aided dispatch, mobile data terminals, VHF and paging equipment.
    - Knowledge of fire and rescue/EMS procedures.
    - Knowledge of federal, state, county and city codes applicable to 9-1-1 communications centers.
    - Knowledge of the capabilities and uses of microcomputers and associated programs and applicable software packages
    - Skill in planning, organizing, supervising and monitoring emergency communications center operations.
    - Skill in providing effective leadership to training and operational staff.
    - Skill in effective oral and written communications and interpersonal communications.
    - Skill in employee relations and motivating staff in identify changes needed to improve the working environment and operations, and to effect these changes.
    - Ability to plan, organize and direct the operations of a communications center and assists with the planning of the overall department.
    - Ability to communicate effectively both orally and in writing.
    - Ability to interact with and maintain effective working relationships with other departments, internal and external, other employees and the public.
    - Ability to establish and maintain high work standards and staff commitment to achieve those standards in accordance with the County’s ‘We Care’ principles.
    - Ability to create, analyze, interpret and report findings along with recommendations.
    - Ability to lift up to 10lbs occasionally or sitting most of the time.



     

    Graduation from high school or GED and at least four years experience in communications operations work with at least two years supervisory experience. A higher education level may be considered as a substitution for all or part of the experience requirement.

    Valid drivers license required.- Directs the overall activities of the division to include management and evaluation of subordinate personnel, overseeing budgeting and purchasing activities, interfacing with the public regarding 9-1-1 concerns; works with the Emergency Services Director for long-range planning and development of policies and procedures for the division; ensure all employees are performing their duties and responsibilities in accordance with all laws, regulations, policies and procedures, assign tasks, provide direction, recommend discipline, supervise work schedules, approve leave requests, approve time sheets as required..
    - Prepares the annual budget for the division to include general fund budgeting and 9-1-1 Fund budgeting.
    - Manages and supports computer applications for the primary and back-up communications centers to include overseeing the maintenance of the Fire/EMS Computer Aided Dispatch (CAD) system, Automatic Vehicle Location (AVL) system/Mobile Data System (including mapping), Emergency Medical Dispatch and other communications system databases and software applications used by the department, and external customers including career  and volunteer fire departments.
    - Attends various state, regional and local meetings representing the County, the Department of Emergency Services or the Communications Division, as appropriate.
    - Assists with the overall direction of the division, prepares and analyzes reports and maintains spreadsheets, direct quality assurance and training programs.
    - Manage and maintain the fire station alerting system.
    - Coordinate the implementation of 9-1-1 related programs and project and function as the project manager.
    - Performs related duties as required.
    - Maintaining a specific license such as a driver's license in good standing, without a lapse or loss of a privilege to drive in compliance with North Carolina law, and in compliance with applicable DOT standards for commercial motor vehicle drivers if required to perform the duties assigned to the position.
