Talent Management Specialist develops, implements, and administers programs that evaluate, measure, and improve employee performance. Conducts assessment activities to evaluate and identify the current and emerging skills, competencies, and behaviors required to achieve desired organizational results and prepare for future needs. Being a Talent Management Specialist designs performance management strategies and processes that measure outcomes, identify areas for improvement, and align teams to organizational goals. Identifies the types of training and development and resources needed to achieve workforce performance improvements. Additionally, Talent Management Specialist encourages a culture of objective setting and result measurement aligned to pay and rewards using tools, training, and communication. Requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Talent Management Specialist occasionally directed in several aspects of the work.     What you will do:

    •  Lead the talent function by supporting the recruiting staff.
    •  Manage and oversee all full life cycle recruitment across the enterprise (post, source, prescreen, schedule, background, references, offer, onboarding, etc.). Focusing personal efforts on salary and office positions
    •  Serve as a business partner with hiring managers to develop effective sourcing and recruitment strategies. Develop effective relationships within the organization and the hiring community to have influence and impact the recruiting process and hiring.
    •  Manage the maintenance and execution of the performance management system, including current job descriptions, standards of performance and performance evaluation instruments.
    •  Develop and implement creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates.
    •  Support and oversee onboarding efforts.
    • Develops and coordinates internal job posting program and writes job postings. 
    • Coordinates participation in, sets up display, and works at job fairs. 
    • Develops and maintains contacts with schools, alumni groups, and other public organizations to find and attract applicants. 
    • Makes public presentations at schools, organizations, and job fairs regarding the organization and opportunities. 
    • Utilizes internet online recruiting sources to identify and recruit candidates. 
    • Coordinate with the marketing team to continue to build a strong employment brand.
    • Collect, analyze and maintain data gathered to inform targeted leadership development (e.g., succession planning).
    • Research and assist in the development of PM training programs that focus on enabling the workforce to achieve improvements with priority organizational concerns.
    • Develop, initiate and maintain effective programs for workforce retention, promotion and succession planning.
    • Develop appropriate marketing strategies, define roles and responsibilities of hiring team, and develop service-level agreements to ensure an effective and efficient recruitment lifecycle while minimizing cost-per-hire.
    • Work closely with the HRIS manager to collect and coordinate aggregate data for talent pool and translate those data into insights through data analysis that drives deliberate action plans at the appropriate levels.
    • All other duties as assigned.

    Education and/or Experience  

    •  Bachelor's degree in a business/management related field from four-year college or university preferred; or one to two years related experience and/or training; or equivalent combination of education and experience. 
    •  Must have valid driver’s license. 
    • To perform this job successfully, an individual should have knowledge of Human Resource systems (UKG is a huge plus); spreadsheet software; Word Processing software and Internet software. 
    • Experience in HR experience including talent management and performance management.
    • Experience designing, developing and supporting organization-wide talent management programs that cover performance management, talent development, coaching, succession planning, data analytics and relationship management.
    • Previous experience in capturing metrics and producing various employment reports.
    • Experience in all areas of sourcing such as the internet, social media, networking, employee referrals, job postings, as well as conducting open houses and virtual job fairs.
    • Experience in working with applicant tracking systems and affirmative action plan requirements.
    • SHRM-CP or SHRM-SCP preferred.
    • SHRMs Talent Acquisition Specialty Credential a plus.
