Georgetown County Water and Sewer District (GCWSD) is located in the coastal region of South
Carolina, between Myrtle Beach and Charleston. GCWSD is seeking to fill the position of
Executive Director. GCWSD is a county-wide water and sewer special purpose district servicing
a peak seasonal population between 75,000 and 100,000. Georgetown County is a historically
rural county experiencing significant population growth in its coastal areas; other less
populated areas remain underserved by public utilities. District operations are also impacted
by environmental change that will affect both source water and waste disposal in the coming
years. The candidate for the position of Executive Director will lead the daily management,
long-term planning and development of the strategic direction for the utility, is responsible for
oversight of all facets of the independent water and sewer utility and is directly accountable to
the GCWSD Board of Directors.
The ideal candidate should have a comprehensive knowledge of the principles and practices of
the utility industry; demonstrated leadership and success in developing long-term strategic
plans and accomplishing goals; knowledge of budgetary practices and procedures; ability to
plan, organize, integrate, and evaluate departmental activities; excellent communication,
managerial and financial skills; ability to work well with Board of Directors, employees,
governmental officials, customers, and others; and, ability to build trust with very diverse
individuals and groups of people.
The preferred candidate will have five (5) to ten (10) years of practical experience in a technical
management discipline. The candidate should possess significant technical or specialized skill
or knowledge in the fields of public works, capital programs development and engineering. A
Bachelor’s degree in Civil Engineering, Construction Management, Environmental Sciences,
Public Administration or related fields is required. An advanced degree equivalent to a
Master’s in Business or Public Administration is preferred.
GCWSD offers a comprehensive benefit package that includes competitive pay, with Executive
Director salary starting at $160,000, in addition to health, dental, optional life insurance,
