    As a Telecommunications Manager, you will perform the following duties:

    Lead public policy activities and recommend far-reaching telecommunications or spectrum policy changes
    • - considering technical, legal, political, economic, and national security factors - in response to congressional and regulatory inquiries or proposals; Guiding and supervising a staff of senior telecommunications and radiocommunications technology experts to address spectrum policy issues; and Experience leading or interacting with colleagues and senior representatives within and outside the Federal Government, industry, and academia
    • Interact and coordinate with colleagues and senior representatives within and outside the Federal Government, industry, and academia in a collaborative, constructive, courteous, and cooperative manner to obtain or exchange information and views and to develop and influence new spectrum policies or legislation; Participate in spectrum policy planning activities with other government agencies; Represent management matters with outside organizations (e.g., leading or serving on interagency or international groups to develop radio frequency spectrum policy recommendations or technical standards); and Expertise in public policy advocacy and development related to telecommunications policy and/or spectrum management programs.
    • Develop and coordinate responses to spectrum policy inquiries or proposals (e.g., congressional inquiries, draft legislation, Government Accountability Office recommendations, etc.) and Federal Communications Commission (FCC) spectrum- related matters; Developing, writing, communicating, and presenting telecommunications or spectrum policy options and recommendations in a clear and articulate manner, considering technical, legal, political, economic, and national security factors.Prepares documentation of and presents NTIA's views, recommendations, and positions to provide expertise and influence spectrum policy decisions in FCC proceedings and in response to congressional inquiries and White House requests.
    • Plan, organize, coordinate, communicate, and influence proposed policy changes with affected federal agencies and private sector organizations, both foreign and domestic; Represents NTIA on spectrum management matters with outside organizations; and This may include serving as convener, vice convener, or as an NTIA representative to ad hoc or on-going inter-agency work groups; serving on or leading groups developing technical or operating standards: or serving on teams working with international groups on spectrum management issues.
    • Apply the characteristics of radiocommunications networks and systems, the principals involved in radio frequency interference and sharing analysis, the needs of both federal and non-federal users of the radio frequency spectrum, and the technical, regulatory, economic, and political factors in developing spectrum management policy; Evaluates and analyzes current programs and policies to resolve problems related to spectrum management and telecommunications issues to develop and recommend policy and/or procedural changes. Acquires understanding of technology trends or plans and current challenges in existing spectrum management policies; and Interpreting and applying domestic laws and regulations and international agreements (and associated procedures) governing telecommunications and the use of radiofrequency spectrum resources.
    • Examine alternative approaches for addressing issues and develops recommendations for improvement. Assesses and negotiates federal government positions pertaining to use of spectrum resources, considering technical, legal, political, economic, and national security factors; and Isolates and defines regulatory and policy issues, coordinates and integrates program areas with other projects to resolve critical, cross-cutting problems in major telecommunications policy programs.
    This Job Opportunity Announcement may be used to fill other Telecommunications Manager GS-0391-15 FPL 15 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

    Qualifications

    Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    BASIC REQUIREMENT:
    Individual Occupational Requirements:
    Undergraduate and Graduate Education: Major study - electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
    Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

    SPECIALIZED EXPERIENCE: To qualify for the GS-15 grade level you must possess one year of specialized experience equivalent to the GS-14 grade level (or equivalent pay band) in the Federal government. Specialized Experience includes all of the following:

    • Leading teams and/or projects on communications and information policy issues related to legislative and regulatory events affecting the communication and internet policy environment.
    • Developing and coordinating responses to policy inquiries or proposals and communications.
    • Evaluating and analyzing current programs and policies to resolve problems related to spectrum management and telecommunications.
    • Conducting research and analysis; and drafting, editing, and publishing major reports; and
    • Interacting with the public, presenting proposals, making recommendations, and providing guidance to management regarding information and communications technology, or information policy issues.
