    The Yakutat Community Health Center, a component unit of the Yakutat Tlingit Tribe, is a dual health center under Indian Health Service (IHS) as a Tribal Health Organization (THO) and considered a Medically-Underserved Area under Health Resources and Services Administration (HRSA). The Yakutat Community Health Center is dedicated to providing comprehensive healthcare services to tribal members and residents alike. Guided by principles of holistic wellness and cultural sensitivity, the health center offers a range of medical, dental, behavioral health, and preventive care services tailored to meet the unique needs of the Yakutat community.

    Position Summary:

    This position is responsible and accountable for the continued delivery of quality health care service including primary care and ancillary health services, and community health programs, focused upon prevention and early intervention; the overall fiduciary, operational and leadership responsibilities for the Yakutat Community Health Center; development, implementation and evaluation of new programs; and overseeing the development and results of short-term and long-term strategic plans. All responsibilities will be reported to the CEO of the Yakutat Tlingit Tribe.    

     

    As a key member of the Executive Leadership Team, the Executive Health Director understands and exemplifies the established Values of the Yakutat Tlingit Tribe, which are: Strength and Honor of Self, Strength and Honor of Community, Strength and Honor of Ancestral Homelands, Waters and Air and Strength and Honor of Ancestors and Descendants.

     

    This position requires compliance with Health Center’s compliance standards, including its Standards of Conduct, Compliance Program, and policies and procedures. Such compliance will be an element considered as part of the position’s regular performance evaluation. 

     

    Essential Functions:

    1. Maintains knowledge of the legal requirements and government reporting regulations affecting health service functions and ensures that policies, procedures, and reporting are in compliance.
    2. Provides information to the CEO and other executives and management in the planning, development, and operation of agency services; and keeps the CEO informed on the status and progress of operations in major departments or divisions and/or across the agency.
    3. Assesses, evaluates, and addresses the health needs of the YCHC service population; reviews operating results of the YCHC, compares them to established objectives, and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results.
    4. Plans, coordinates, and controls the daily operation of the YCHC through its directors and managers; ensures the best-practice development of policies and procedures for administrative, compliance and clinical protocols.
    5. Monitors and ensures that health services are delivered in compliance with funding agencies requirements, accreditation requirements, applicable laws and regulations and tribal policies.
    6. Establishes current and long-range goals, objectives, and plans, subject to approval by the Tribal Council.
    7. Implements current policies, including resources, personnel, space and equipment needs.
    8. Dispenses advice, guidance, direction, and authorization to carry out major plans, standards and procedures, consistent with established policies and Tribal Council approval.
    9. Meets with YCHC's department directors to ensure that operations are being executed in accordance with the YCHC's policies.
    10. Oversees the adequacy and soundness of the YCHC's financial structure; establishes and implements financial goals and objectives; plans, monitors and manages YCHC’s annual budget.    
    11. Maintains effective, collaborative interdepartmental and external relations.
    12. Reports to CEO contracts that are due for renewal.
    13. Represents the Tribe to health organizations, agencies, and local Public Safety, regionally and nationally as needed and as directed by the CEO.    
    14. Attends or provides representation at meetings known to be of critical importance for the health of the Yakutat community.
    15. Prepares regular monthly reports for the Tribal Council/Tribal Health Advisory Committee.
    16. Reports to the CEO any community concerns in the delivery of health services that require addressing.
    17. Establishes and maintains an effective system of communications throughout the YCHC for operational purposes; the CEO remains the chief public spokesperson for YCHC.    
    18. Responsible for completing continuing education requirements identified by supervisor.
    19. Must comply with federal laws and regulations as required by the Health Insurance Portability and Accountability Act (HIPAA).
    20. Performs other duties as required.


    Minimum Qualifications:

    • Master’s Degree in health administration management or other related health field plus five (5) years of health administration management experience, or bachelor’s degree and seven (7) years of health administration management experience. Experience must be in the healthcare setting, within a Tribal or IHS multi-tiered health system, three (3) of which must be at an executive management level. Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis.  Ability and willingness to obtain required degree if applicable.
    • Must demonstrate knowledge of the Indian Health Service (IHS), Alaska Tribal Health System agency regulations and operations, including Title V of the Indian Self Determination Education and Assistance Act (ISDEAA).
    • Experience with development and implementation of strategic plans, health program development and community wellness initiatives.
    • Must have Grant and contract management experience. Preference given to candidates familiar with experience with the IHS Purchased/Referred program.
    • Full COVID-19 vaccination required unless a documented medical or religious exemption is approved. 
    • Possession or ability to readily obtain a valid driver’s license issued by the State of Alaska with a clean driving record.
    • Must successfully pass a criminal, background and credit check.

    Work Environment/Physical Demands:

    The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, requiring use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. Recent protocols have been added to address COVID-19; all employees are informed of most current health requirements to keep employees and the community as safe as possible.

     

    The work is sedentary. Typically, the employee sits comfortably to do the work.  However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. The employee must be able to read, write, speak and hear. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

     

    This position requires frequent travel and operation of a motor vehicle. Must have a current driver’s license.

     

    Supervisory and Management Responsibility:

    This position has direct supervision over assigned department heads and other full-time staff. This position uses independent discretion in the performance of duties, and is responsible for formulating, recommending, or implementing policy or controlling YCHC resources, including employees, money, equipment, supplies, or time. This position reports to the CEO of the Yakutat Tlingit Tribe.
