    Reporting directly to the Enterprise Chief Facilities Officer of the Medical University of South Carolina (MUSC), the Executive Director of Utilities and Energy will directly oversee and manage the plant engineering and strategic energy management activities for the Medical University Health Authority (MUHA) and University academic buildings on the main campus and Charleston healthcare region - approximately 10 million square feet of occupied space. In addition, this individual serves as a consulting resource for the Health Authority Regional locations throughout the state of South Carolina, providing technical guidance and recommendations for infrastructure support at these sites. The Executive Director of Utilities and Energy provides leadership within the department while maintaining high quality standards, ensuring compliance with regulatory and customer requirements, and meeting the financial objectives of the Facilities Department. The Executive Director of Utilities and Energy manages a staff of 100 maintenance personnel, coordinates a contracted maintenance program consisting of 30 agreements totaling $5 million annually, and provides planning and leadership for a $10 million annual capital infrastructure renewal program.     Job Summary:

    Job Duties:

    30% - Supervises a management team, including but not limited to: hiring, training, assigning work, manages & evaluates performance, conducts performance evaluations. Ensures that the productivity and actions of the in-house and contracted labor personnel meet/support the overall operational and strategic goals of the department as established by department leadership. Develops and adheres to departmental staffing, revenue and/or expense budgets. Initiates, implements and manages the facility maintenance programs based on best practices in the healthcare and higher education industry, with an emphasis on planning/scheduling and preventive/predictive maintenance. Ensures that maintenance staff are adequately trained, equipped, and motivated so that the maintenance program can be accomplished safely, timely and be cost-effective. Maintains a strong adherence to safety standards and continuous development of standardized work practices.

    20% - Ensures that all repair and maintenance activities are conducted in a safe manner according to MUSC and MUHA policies, and in compliance with applicable codes and standards NFPA, DHEC, CMS, OSHA and other energy and equipment specific regulatory requirements. Leadership and management of an in-house staff for various combined shop supervisory and maintenance personnel within the skilled trades and engineering disciplines. Provides leadership and planning for a capital infrastructure renewal program approximately $10M annually.

    20%- Evaluates and tracks building energy usage data and identifies cost reduction opportunities by operating building systems more efficiently. Identifies capital and operational projects that will result in both increased reliability of building operations and reduce energy usage across campus. Investigates opportunities for system wide energy resiliency and collaborates with Sustainability Manager to incorporate opportunities to evaluate and obtain federal, and state grant/energy rebate programs that create a positive business value and support environmental objectives and goals of the organization.

    10% - Monitors the use and inventories of spare parts, maintenance supplies, and equipment and initiates reordering when necessary.  Ensures that all facilities are available for continuous operations 24/7. Collaborates with the MUSC and MUHA Procurement departments to ensure compliance with all purchasing and contracting requirements.

    10% - Communicates directly with hospital and university staff and other support services departments to ensure that the facilities are maintained in a manner that will minimize disruption to patients and staff. Communicates and collaborates with other Facilities Management leadership in the performance of work. Supports Regional Hospital facility and utility maintenance actions through a consultative role and coordinates resources to provide technical guidance as required.

    5%- Participates in periodic regulatory surveys in order to demonstrate compliance of the maintenance programs. Maintains a state of continuous preparedness for all buildings and systems related to weather events and other natural disasters. May be deemed essential personnel during extreme weather conditions.

    5% - Utilizes a computerized maintenance management system (CMMS) for tracking corrective work orders and tracking preventive maintenance work orders compliance. Other assignments as designated by the Enterprise Chief Facilities Officer.

    Minimum Requirements:

    A Master’s Degree in a field directly related to the role/organization and an undergraduate engineering degree with 5 years of management experience directly related to utility, and energy management; an undergraduate degree in a technically related area may be substituted with 10 years of management related experience overseeing utility/energy plants and facility engineering trades staffing.

    A minimum of 10 years of general maintenance experience with increasing levels of responsibility and 5 years of demonstrated experience directly related to utility and energy management is required; broad working knowledge of HVAC, electrical distribution operations, steam and chilled water operations, building automation systems, along with energy optimization systems, backup power systems (generators & associated switch gear) mechanical systems such as (hydronic heating systems, medical air & vacuum systems). General knowledge of fire/life safety systems associated with healthcare facilities and/or higher education industry. Experience reviewing, participating in, and managing design and construction for large facility capital infrastructure projects. Knowledgeable regarding audit protocols and regulatory requirements (Joint Commission, OSHA, AALAC, CLIA, etc.). Understanding of current code requirements (ASME, ASHRA, NBIC, etc.). Strong understanding of utility rate structures, curtailment, and energy benchmarking/management, with the ability to cut costs.

    Licenses & Certifications:

    Energy management certification preferred.

    CEM: Certified Energy Manager

    ACEM: Accredited Commercial Energy Manager
