    POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

    The Subsidiary Process & Solutions Executive (SPSE) reports directly to Alutiiq, LLC’s (Alutiiq) Chief Operating Officer (COO) and serves as the Member Representative to assigned Alutiiq Subsidiaries.  As the Member Representative, the SPSE serves as the primary leadership conduit from the COO to their assigned Alutiiq Subsidiaries and provides guidance and direction to the Presidents of those subsidiaries. The SPSE exercises oversight of each Presidents efforts to manage and control their subsidiary’s day-to-day operations, while retaining ultimate oversight over the subsidiary in connection with the common administrative services and common management services provided by Alutiiq. The SPSE works closely with the Subsidiary Presidents, corporate business development resources, and staff support organizations to ensure that each assigned subsidiary establishes, maintains, and executes a viable and focused work backlog and a profitable book of business.

    Primary/Major Duties and Responsibilities (Essential Functions):

    • Provides common management services to assigned Alutiiq subsidiaries by serving as the Member Representative to those subsidiaries, which includes but is not limited to:.
      • Establishing and executing strategic goals and objectives for those subsidiaries.
      • Mentoring Presidents in their roles as subsidiary leaders.
      • Evaluating each President’s ability to meet the subsidiary’s goals and objectives.
    • Performs all Member Representative duties as set forth in each assigned Subsidiary’s Operating Agreement including, but not limited to:
      • Overseeing the performance of the President’s performance of their day-to-day subsidiary management duties ensuring that each subsidiary:
        • Meets or exceeds performance/profitability goals at the project and subsidiary levels.
        • Performs all activities in a manner compliant with corporate guidance and direction.
      • Reviewing and approving each subsidiary’s written strategic development plan developed by the respective Subsidiary President with specific focus on ensuring each Strategic Plan:
        • Is consistent with Alutiiq’s COO’s corporate-wide growth strategy.
        • Addresses the revenue targets and goals set by the Alutiiq COO.
      • Providing leadership and guidance to the President regarding the implementation of their approved Strategic Plan, reviewing periodic updates and reports, and providing advice, guidance, and direction as required to ensure goals are met.
      • Reviewing monthly Estimates at Completion (EACs) and other project Key Performance Indicators to ensure:
        • Compliance with Alutiiq’s corporate policies and procedures.
        • Attainment of Alutiiq COO designated goals or objectives.
    • Leads, with the support of Subsidiary Presidents and other corporate resources, the company wide efforts to identify and maintain a continuous flow of business opportunities into all assigned subsidiaries.  Activities include but are not limited to:
      • Identification of new growth markets into which the company may expand.
      • Designating business targets of interest for the Company and ensuring those opportunities are effectively matured and presented to Subsidiary Presidents for consideration and action.
      • Ensuring assigned subsidiaries are provided adequate opportunities to meet their COO assigned revenue goals as set forth in their approved Strategic Plans.    
    • Assists the COO with carrying out the directions of Afognak Native Corporation’s (ANC) CEO/President.
    • Assists the COO with the development and implementation of corporate-wide policies and procedures affecting Alutiiq and its subsidiaries.
    • Collaborates with ANC and Alutiiq Department Heads and the Presidents of Alutiiq’s subsidiaries to develop and deliver reliable and innovative business and technological solutions to issues that arise.
    • Adheres to Afognak’s Code of Ethics and Business Conduct and the highest standards of business ethics and ensures the same of the subsidiary President.
    • Performs other duties as directed by Alutiiq's COO.

     

     

    REQUIRED QUALIFICATIONS AND EXPERIENCE:

    Required Qualifications and Experience:

    • Possess a master’s degree in Business Management or related field.  This education requirement may be substituted with fifteen (15) or more years of relevant management or leadership experience in federal government contracting.
    • Advanced business skills and depth/breadth of experience in proposal preparation, contract oversight, customer relations, subcontractor relations, project management, budgeting, performance metrics, career development, and personnel management.
    • Knowledge and experience with the FAR, the Service Contract Act, and Collective Bargaining Agreements.
    • Excellent communication, presentation, and interpersonal skills.
    • Strong leadership and mentorship skills.
    • Ability to manage conflict and find creative alternatives to difficult situations. 
    • Active Top Secret Clearance or a current adjudicated Federal Background investigation.
    • At least twenty (20) years of experience in federal government military or civil service or equivalent as a federal contractor.   
    • At least five (5) years of senior management or executive position experience with a federal government contractor with annual revenue over $50 million.
    • At least fifteen (15) years of experience managing employees.
    • Experience with the SBA 8(a) Business Development Program and expert knowledge of its application to Alaska Native Corporations a plus.
