    EMPLOYMENT CONTRACT REQUIRED

    Incumbent is responsible for managing the activities and operations relating to the Water Treatment Plant.

    REPORTING STRUCTURE:
    Receives general guidance from the Public Utilities Manager.

     1.    Exercises supervisory authority over assigned division to include: authorizes time-off; approves payroll and hiring; coordinates staffing and operational activities; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe work environment.

      2.    Coordinates the organization, staffing and operational activities for the water treatment plant including raw water pumping from ground and surface water sources, water treatment, and pumping to the regional water distribution system.
       
    3.    Participates in the development and implementation of goals, objectives, policies and priorities for the Water Treatment Plant; identifies resource needs; recommends and implements policies and procedures. Sets objectives and procedures for work group(s) within the Water Treatment Plant.
       
    4.    Coordinates and monitors the work of external contractors and ensures compliance with specifications and City standards for effective, safe and secure operations.
       
      5.    Prepares, recommends and manages the division budget; approves and controls expenditures.

      6.    Recommends and implements Capital improvements once approved.  

      7.     Assigns preparation of standard operating procedures (SOPs) for all water treatment operations, maintenance, and management activities.

      8.    Oversees the preventative and corrective maintenance program and ensures the proper use and maintenance of the computerized maintenance management system.
       
      9.    Coordinates activities to maintain permit compliance with regulation agencies such as Environmental Protection Agency (EPA), Department of Environmental Quality (DEQ), and State Engineer’s Office (SEO).
       
    10.    Coordinates departmental activities and priorities with other City departments and external agencies; attends meetings to receive and convey information.

    11.    Continuously monitors plant operations, reviews and assesses operational logs, records and reports; inspects plant facilities and operations on a regular basis.
       
    12.    Prepares operational and statistical reports.
       
    13.    Responds to and resolves citizen concerns and complaints.
       
    14.    Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
       
    15.     Performs other duties of a similar nature or level.

    •    Minimum of two years of experience working as a supervisor.
    •    Bachelor’s Degree in natural sciences, civil engineering or a closely related field preferred.

    LICENSING and CERTIFICATION
    •    Possession of a valid Wyoming Driver’s License preferred.
    •    Possession of, or ability to obtain, a Wyoming Department of Environmental Quality Level I or II Distribution Systems Operator Certificate preferred.
    •    Possession of, or ability to obtain, a Wyoming Department of Environmental Quality Level  IV Water Treatment Plant Operator Certificate within the first year of employment.

    Physical and Environmental Conditions:  
    City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:

    •     Working with or directing minors

    Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Can include long periods of sitting or long periods of standing.

    Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.

    Incumbents typically work indoors in an office environment. Occasional fieldwork is expected in all weather conditions, and work in confined spaces or at heights may be necessary. Incumbents will likely be exposed to fumes, loud machinery noise, harmful chemicals, wet conditions, and electrical hazards. Work may require the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes. Incumbents may be required to drive to remote work sites to perform work. The position requires frequent standing and walking, as well as sitting, typing, and customer contact, both by telephone and in person.
